This case is about revitalising an existing area. The two towers will be made into student residences and shall not be broken down. It’s possible to demolish the three smaller volumes attached to the two higher ones.  
The parcel is very valueable because it’s located in the hart of Rotterdam’s citycenter. So a plan with a higher density is preferred.
